WHY
REPLACE THE EXISTING VESSEL
The
existing primary rescue vessel, "Just
Laray", is now 18 years old and is propelled by a single
engine which is no longer acceptable in a rescue vessel.
This
year it was necessary to replace the aft decking and the steering
ram and to remove some osmosis, at an all up cost of $30,000
The
vessel is now in a sound condition and would provide many productive
years of service in some other occupation.
The
vessel no longer attains its initial speed performance although
it has the power. This may be partially remedied by a re-pitching
of the propeller. However this is seen as a stop-gap measure
only. Total response times are taking too long and in the event
of a life threatening incident there could be serious consequences.
Because
the vessel has slowed down, rescues are now taking longer. It
is our observation that boaties are now travelling further afield.
Professional fisherman now tend to work further out towards
the extremities of the reef. What was once a 15 mile trip out
taking up to three hours is now a 30 mile trip taking up to
7 hours. Trips to reef areas such as Wardle, Eddy, Flora Passage,
High Island and Nathan are becoming more common.
The
aim of this replacement proposal is to shorten the overall response
time by up to 50%. The proposed vessel would achieve this target
and hence would be available for further assists and rescues
should the need arise.
It
is the view of this Flotilla that the area of operations and
weather conditions which may be encountered from time to time
and the various types of vessel we are called upon to assist,
warrant the acquisition of the proposed vessel.
The safety of our crew is paramount as is the ability to respond
quickly to all calls for assistance.
